CURRENT ACTIVITY IN LEGAL JUSTICE REFORM

United Citizens For Legal Reform, the sponsor of this Home Page on the Internet, is engaged in a number of activities in the cause for legal justice reform. This text file describes the general activities and will be updated periodically as progress or goal dates change on any of our activities.

Project #1: Citizens Petition For Legal Justice Reform

A citizens petitition to the congress of the United States is now being circulated demanding a comprehensive bill for legal justice reform. We are seeking 2 million signatures for that petition. A copy of the petition and the signature page is included at the end of this file. Please read the petition, print out the petition and signature page and collect at least one page of signatures and mail the page to; UCLR, 2226B Wyoming N.E., #259, Albuquerque, New Mexico, 87112.

Project #2: Legal Justice Reform BBS Network

This BBS network serves as a multi-purpose effort in the nationwide agenda for legal justice reform. The network is expected to grow into a sysop network with one or more sysops to be located in each state so that PC users may dial locally for faster information and more economical operation. Sysop volunteers who own a 386 or 486 hardware system with 4mb memory or more and 100 mg. hard disk or more are invited to become an area sysop for this network. As the sysop network expands, we will publish a state directory with telephone numbers posted on the Internet Home Page from time to time. Interested Sysop volunteers E-mail for more information.

The network is designed to provide education to the masses on the subjects relating to the American judicial system and the nationwide legal justice reform movement. The network is designed to act as a clearing house nationwide for the legal justice reform movement. Justice reform groups, activists and advocates are encouraged to use our E-mail and BBS for communication and interchange of information. The network is designed to act as a communication vehicle for UCLR legal justice reform affiliates nationwide. These affiliates and sysops may check this activity text file periodically for updates.

Project #3: Research Databanks

UCLR subscribers have access to our current research databanks where volumes of free information may be reviewed or retrieved. For subjects and topics on these databanks of information consult the main menu Home Page titled "Free Self-Help Law Information".

Project #4: Self Help Law Library

UCLR is continuing to develop the largest collection possible of self-help law books, booklets, videos, audio tapes, reports, kits and legal forms for assistance in education and self help to those who choose to represent themselves in the judicial system and seek to understand the judicial system. Much of our current self help law library is displayed under "Self Help Law Products" on the main Home Page. As sysops come into the program nationwide, these products will be available through the sysop program.

Project #5: Monthly Publication

UCLR is now in the 2nd year of publication of our monthly called "Legal Watch" mailed to subscribers monthly nationwide. The publication ranging from 20 to 40 pages keeps the focus on (1) Crime in America (2) Subjects relating to the American judicial system (3) Current lawyer activity and (4) The legal justice reform movement in America. Subscribers to Legal Watch receive a free pass to access our databanks of current research material in 27 categories. See "UCLR Monthly Magazine" under main Home Page.

Project #6: Nationwide Seminars

UCLR will respond to any area in the nation for scheduling of a legal justice reform seminar for educational purposes and to assist area justice reform groups. As this program develops, we will update information on scheduled seminars. We have a complete outline on how to promote a justice reform seminar.

Project #7: National Talk Show Radio

UCLR is currently working on production of a national talk show radio program on the subject of legal justice reform. This will be achieved either with our own organization as the sponsor or as co-sponsor with other groups.

Project #8: American Agenda For Legal Justice Reform

A new full length book will be published by mid-year 1995 under title "American Agenda For Legal Justice Reform". The book will feature a suggested reform agenda for every area of the American judicial system including; civil, criminal, bankruptcy, juvenile, prosecutorial and prison justice system. The book authored by Albuquerque, New Mexico author and UCLR national director Sammy S. Jenkins, Sr., will offer a startling commentary on the present state of the American judicial system.

Project #9: Planned Federal Class Action Lawsuit

UCLR is presently completing research in preparation for filing of a Federal class action lawsuit on behalf of victims of the judicial system nationwide. Depending upon the progress of our research and available funds needed on this lawsuit, our target date for filing of this lawsuit is the last quarter of 1995. CITIZENS PETITION TO THE CONGRESS OF THE UNITED STATES OF AMERICA


UNITED CITIZENS FOR LEGAL REFORM ORGANIZED UNDER THE LAWS OF THE

STATE OF NEVADA AND THE UNDERSIGNED CITIZENS OF THE UNITED STATES

OF AMERICA, DO HEREBY PETITION THE UNITED STATES GOVERNMENT FOR

REDRESS OF GRIEVANCES FOR CRIMES AND OTHER TRANSGRESSIONS BY THE

AMERICAN JUDICIAL SYSTEM AGAINST THE PEOPLE OF THE UNITED STATES;

WHEREAS: Millions of United States citizens have been and continue to be victimized by the civil and criminal-lawyer based American judicial system. As a direct and indirect cause of the revolving door criminal justice system, over ONE HUNDRED THIRTY FIVE MILLION "reported" crimes were committed against the people in a ten year period ending in 1992.

WHEREAS: Over the past 200 years the American judicial system has evolved into a dominant lawyer culture in a business making business for itself, with litigants becoming the chief work product for a giant lawyer business opportunity.

WHEREAS: The judicial system operates with a dual standard of justice for Americans. The rich, powerful and wealthy can in theory and reality purchase the new "Cadillac" brand of justice they desire and the poor and middle class are often forced to settle for the older "used car" brand of justice often leading to bankruptcy, prison or other undue hardships.

WHEREAS: The American Jury, comprised of citizens of the United States is the last bastion of justice for the American people in the lawyer dominated justice system. Juries have been relegated to the role of a manipulative tool of the lawyer judges who dictate jury verdicts with volumes of legalese and jury instructions-mandating what evidence can be considered and what cannot be considered and other instructions designed to produce verdicts according to the will of the court.

WHEREAS: The Congress under the U.S. Constitution has been mandated as the authority to make and pass the laws. The judicial system established under the U.S. Constitution to judge the laws passed by the lawmaking bodies have been making their own laws for several decades. This act of lawyer self government and regulation has subjected the American people to volumes of unconstitutional laws in effect passed by the judicial system in the form of their own special law called "case law".

WHEREAS: The lawyer dominated criminal justice system has victimized the American people by creating a dangerous revolving door justice system for violent criminals and DWI's roaming the nations streets for their next unsuspecting victim. Lawyer prosecutors, defense lawyers and lawyer judges, through plea bargains, probations, dismissals, no truth in sentencing, informal judicial discretion and politics continue to victimize the American people and send a message to the criminal culture that America is the best place on the planet to practice the criminal profession.

WHEREAS: Citizens of the United States have been guaranteed "Due process" and "Equal protection" under the U.S. Constitution. When litigants are required to pay a ransom to a lawyer to access the equity and justice system and in many cases lose their financial lives through lawyer theft, malpractice and other lawyer transgressions, their "due process and equal rights" have been abridged. Any attempt to appeal a lawyer (officer of the court) based transgression will be dismissed as "not an actionable cause" at the appellate level. The lawyer based judicial system with complex rules and self government by design and ulterior intent all but forbids the right of self representation of American citizens in their search for equity and justice. Lawyer judges repeatedly caution the pro se litigant to "hire a lawyer", while annually over 100,000 complaints of record are filed against lawyers-many of those complaints going to the question of dishonesty and immorality. Less than two percent of these complaints result in prosecution by the lawyer-self regulated judicial system.

WHEREAS: The dominant lawyer culture has monopolized American government in violation of the U.S. Constitution. First, under Article IV, section 4, Americans are guaranteed a Republican form of government. A republican form of government does not permit a ruling class. The dominant lawyer culture has become a ruling class with total domination of the Judicial branch of government. Lawyers dominate the Congress of the United States and that branch of government. Twenty four of the forty one American presidents have been lawyers with two in the White House controlling that branch of government as of the date of this petition. Secondly, over fifty percent of the Senators and Representatives constituting the Congress of the United States appear to be serving in violation of Article I, Section 6 of the United States Constitution. The majority of these lawyers continue as officers of the judicial system, a civil office under the authority of the United States. These lawyers position themselves to profit from special interest laws passed during their term as a members of Congress.

WHEREAS: The citizens of the United States of America as a result of the aforementioned crimes, transgressions, repressive rules and laws of the American judicial system have been and are being victimized and denied their Constitutional guarantee of Equal rights, Due process to law and justice and Equal protection of the laws.

THEREFORE, WE THE UNDERSIGNED CITIZENS DEMAND:

1. THAT the United States Congress shall schedule as soon as possible an investigation and open hearings in the appropriate body, on the House floor, addressing the grievances and allegations outlined in this petition and,

2. THAT the United States Congress appoint a citizens committee comprised of members from selected legal justice reform organizations located in the various states to work in conjunction with the Congress in hearings and investigations and furnish various data and documentation of the outlined grievances and,

3. THAT the United States Congress resolve to end repression and victimization of American citizens through adoption of a Legal Justice Reform Bill of particulars designed to;

A. End lawyer self regulation in the judicial system

B. End lawyer monopoly in American government

C. End unconstitutional "case law" in the judicial system

D. End the revolving door justice system for criminals

E. End the abuse and violation of constitutional rights restoring due process in the American judicial system

F. Adopt a victim-compensation proposal for financial victims who have suffered losses through theft, fraud and other lawyer and judicial transgressions.
