issue in the whole case was the indivisibility issue, and that
was settled in October 1991. Further the Prehearing Statement is
incorrect. Whether there is just compensation in a state taking
is forgotten, as if this statute waives that constitutional
protection. Whether the statute was directly violated resulting in
a void sale is also not addressed. ]
