1. I have become aware (on Oct. 28, 29, 30 & 31) of repeated or deliberate unsolicited verbal comments, gestures and mannerisms of a sexual nature which are unwelcome, and which have been directed at various female clerks.

This conduct has interfered with those individuals' work performance and creates an intimidating, hostile, or offensive working environment.

Examples of behavior :
stating to a female coworker that he is horny;
pulling chair up behind coworker and straddling her while she was in her chair;
standing unnecessarily close to female coworkers;
and unwelcome following of female coworkers.

As a result, I am charging Robert Hedges with "engaging in behavior which is threatening and inappropriate for Census Employee.

On Sunday, 10/28/90, Robert approached a coworker and asked her "what would you do if I heard your name on the radio? " The clerk had previously heard Robert indicate to other clerks that if he heard their name on the radio, something bad would happen to them (specifically, that they would go to jail, would disappear, or would be dosed with insecticide. )

The clerk interpreted his behavior as a direct threat, and began to walk off. Robert then reseated himself at a nearby table, and said to the clerk "but fortunately it was somebody else's radio this time". The clerk felt directly threatened and intimidated by this comment. [See Attachment]

3. On several occasions, in the PES Library in Building 64-E, Robert Hedges stood near female coworkers and made loud grunting noises. When a female coworker asked him if something was wrong with him or if he had a problem, he replied, "No, it's just that I'm so damn horny".

The most recent conduct has occurred within the past 2 weeks (since 10/15/90). I first became aware of this conduct on 10/29/90.

As a result, I am charging him with "conduct which violates common decency". [See attachments]
